They do help.The tenant has been given the plywood shutters at our expense.The teants basically want me to put the aluminum shutters.I have told them if they are willing to pay from their pocket it is their choice but we are not ready to put $6000 into it.Can tenants insist.?

If you haven't purchased the plywood yet, I would suggest offering to cover the cost of the plywood shutters since you feel that it would be a valuable expense for you to incur on your property and offer to allow them to make up the difference if they feel it is necessary, otherwise, you will only provide the plywood shutters for everyone, equally.
