Hi Patty,
That's a rough situation. I was in it years ago. If the tenants really can't go anywhere because their house isn't ready yet, you'll have to decide whether its worth it for you to evict them or wait for them.
How long will it be before their house is ready? Are they really buying a home or have a place lined up or are they stringing you along?
If you think they are stringing you along,or will take way too long for you, you should waste no time and evict them. Weigh out the cost and time and stress of an eviction against waiting. (I know you need a place too.)
