Since my mother has passed away, do I still need to honor the lease agreement between her and the tenant? Can I send a notice to vacate the premises?

Leases usually are binding on the owner and survive tranfer of ownership in most cases. The estate or heirs of a deceased landlord can still be responsible to uphold the agreements in a lease. That doesn't mean the tenants will not comply with a notice to vacate if they don't have to, they might. Good luck. John
