Since my mother has passed away, do I still need to honor the lease agreement between her and the tenant? Can I send a notice to vacate the premises?

Dear Debbie,
It's really going to depend what the lease says, but most likely yes. Leases usually are binding on the owner and survive tranfer of ownership in most cases. The estate or heirs of a deceased landlord can still be responsible to uphold the agreements in a lease.
That doesn't mean the tenants will not comply with a notice to vacate if they don't have to, they might.
Good luck.
John
