Check your area. Some places require the heat to be turned on by a certain date. In my area there is no specific date, only a requirement that the unit be at least 70 degrees or more at all times.

In some states (even up north) tenants expect to walk around in their undies at midnight in the middle of winter and still be sweating like it's summer... In the Summer they want it to be 60 inside but in the winter they want it to be 75... Go figure! I keep my own apt at 72 in the summer and 64 in the winter!

yup, 70 degrees, and if you are 1 degree below that some tenants will go to court some insist on walking around only in their underwear in the middle of february (in their apartments, thankfully) i got a laser temperature reader with a paper printout, so i could produce evidence that the temperatures at various points in the units are at 70 or above
