We have also heard from this tenant that their is a racoon living under the porch of the rental house and it may be rabbid as it comes out several times during the day time and these are supposed to be night creatures. What is our responsibility other than calling animal control? Should they not be taking care of this themselves as part of maintaining the rental premises? Thanks.

I don't think the law would consider it the tenant's responsibility to take care of a (possibly) rabid animal that is living under their porch. I don't think it's your responsibility to go in there, or send someone in there, either. It's up to animal control.
This really sounds like you have a problem unit and/or a problem tenant. Do you live close enough to visit the unit?
If there really is this much "pest activity" and your property manager's not on top of it-that's a problem.
If this tenant is this much of a pain, and your property manager's not on top of them-that's a problem.

    Ha! Out here in a very urban are of Los Angeles, my grandmother had a racoon show up in her backyard. So I called animal control and they said it wasn't their problem because LA is considered part of racoons natural living space. We had to hire an animal trapper.

    aren't racoons as dangerous as bears?
