As far as I know the 21 days starts when they give you the keys back. You don't owe anybody any deposit until BOTH leaseholders are out and you have regained possession of the unit. She doesn't get her half of the deposit back until they're BOTH out. Tenant that left did not inform other tenant of moving out. Gave me her keys.
