Are both tenants out? If not, the 21 days start when EVERYONE vacates the property, you have knowledge of this, and you regain possession of the property. This is usually when the keys are returned. If no keys, this is when you discover and claim abandonment of the property, or when possession of the property is returned to you through an eviction.

If only she is leaving and the other tenant is staying, the deposit stays until all tenants are out. She doesn't get a deposit returned until all tenants have vacated. And the the deposit is returned in BOTH names so they can decide who gets what amount.
