So the tenant who is out to sea knew nothing of his roommate leaving? He still has belongings in the unit? Then the unit is not vacant. Tell the out to sea tenant to continue to pay the rent and he can stay. Tell the departing tenant that the unit is not vacant, that the other tenant is not moving out, and that since the unit is not empty no deposit will be returned until it is. Simple. If the out to sea tenant does not pay the rent and the one who left surely won't, file to evict them both.
