You would have to sue in PA since that's where the property is, so OK laws won't apply. You are right that their problems shouldn't be yours, but you should have had a signed agreement. Besides, that still wouldn't stop them from leaving, the most they would owe you for is for damages, including not giving you enough notice, which would be rent, re-renting costs (advertising, etc), and any damages done to the house. Most likely the amount would be small enough for SSC, which you would have to be there for the hearings. Take this as a lesson learned, try to re-rent and this time use good a good lease to protect yourself, and don't hand over any keys until you have everything signed and all monies paid for deposit and first months rent in cash.
