The tenants rental insurance covers her personal belongings. Have you contacted someone on the HOA board, the HOA usually has a lawyer that represents the HOA, so either someone on the board, or the lawyer might be able to explain who is supposed to cover what. Which HOA insurance usually covers common areas, common wall, etc.

I say you need to read the HOA governing documents yourself. My experience is that the HOA Board usually can't find their asses with both hands, much less understand the details contained in the GD. And BTW, they are not on your side in this matter! Do not rely on adversarial advice, ever!
