Ask the landlord, seeing as how HE owns the building, and can make that decision, not us. There are no laws regarding this issue. The old ladies are irrelevant.

Does it matter that the old ladies are kept up at night with the "couple's noises?" This tenant came here looking for some legal loophole that would allow her to acquire an extra occupant and force it on the landlord.
