I say you need to read the HOA governing documents yourself. My experience is that the HOA Board usually can't find their asses with both hands, much less understand the details contained in the GD. And BTW, they are not on your side in this matter! Do not rely on adversarial advice, ever!

That is true. We have 1 out of 5 board members that is a good source and gives good info.
