If I rent to a tenant on a month to month basis, is it hard still, to evict if need be?

No, no in most states. Just give the 30 day notice to vacate. If they don't leave then you file for eviciton. ONLY use the 30 day notice to vacate as the basis for the eviction, not anything else. They could fight the eviction on other causes, but not the notice to vacate...

No, like Micah said give notice if you want them to move. If you are talking about evicting for non-payment, you would follow the same procedure as you would for a lease-post notice, and then file for eviction...
