My neighbor has a very large tree that overhangs over the roof of my house. Are they responsible for trimming or am I?

You can trim the tree up to the property line. You may want to talk to them about either or both of you trimming it up to the "Y" of the tree, so that you don't do damage to the tree.

Actually, the neighbor should trim their own tree, especially if it has become a nuisance to another neighbor.
But if you see the tree is not going to get trimmed unless you do it at your own expense you are legally entitled cut that part of the tree that overhangs your property line. These matters should be done delically. Take the neighbor out to the tree and explain how you would like to trim it and ask for their input about on to proceed. This way you can cut the tree limb without offending the neighbor in some way. You only want to cut the tree limb off and not sever good neighbor relations along with it. Be aware that just hacking the limb off may damage it in some way. So, be sure to have it done by someone who knows how to get the tree limb down without damaging the tree or your home.

property lines "run from heaven to hell" (imaginary line). But cutting a neighbor's tree is a matter to be handled with care!

I've never understood why people pussyfoot about this subject.

Your neighbor IS responsible for managing the overgrowth of their trees. Talk to your neighbor, tell them your concerns and ask them to rectify it. If they don't, you have every right to cut the tree back to the property line and if you have to employ someone to do it, you can sue your neighbor in small claims court to be reimbursed for your costs.

If their tree drops a branch on your roof, they will be paying for that too.
