My tenants' current lease doesn't expire until January 15. So I should send the 30-day notice on December 15, right? I can't send it now because she is entitled to stay there until January 15th, of course as long as she is current on rent etc.

I would send her the notice to move as soon as you collect the holding fee from the applicant who applied for your place. This would give her plenty of time to move out. She has until Jan 15th like you said, when her lease expires.
