A LL or property management CANNOT charge an extra pet deposit up front. BUT they have every RIGHT to charge them for any & all damage caused by the service animal.
The owner of the service animal should be aware that this is the case if any damages occur. Include this in their lease. so it is very clear from move-in that they will be held responsible for any damages their service animal may cause.

I do not know if Idaho law is different than other states, but I do believe this to be the case across the US.
