Agreed. The owner can prohibit smoking in any rental, as well as any pets, extended visitors (reasonable visits are permitted), home businesses, and so on. The owner only needs to either place this in the lease before signing, or to give a month to month tenant an official written notice of the rules change (giving him the sufficient time required by your state laws.)
