over occupancy citation

On Nov. 23 the owner received an email from the enforcer requesting her to call him, which she did. He told her she was 2 over her license (which she was over, but by one) and because it was Thanksgiving week, to call him back at the beginning of the next week. The owner called him back on Dec.1. After a 45 minute conversation and several call backs he said he wouldn't make the girl leave until semester (Dec. 15)since it was so close to ending. She told him we would get her out that day to keep from getting fined. He said that wasn't necessary. The girl moved out and we haven't heard from the "enforcer" again. On Thurs. 2/4 we received a certified letter containing 11 citations for over occupancy dating Oct. 16 to Oct. 26, 2009. at $557 per citation. What should we do? How can they cite us 3 and a half months after the fact and pick what seems to be random dates? It's like the guy just found the paperwork on his desk and it reminded him he needed to take care of this. We have to decide to 1)accept guilt and pay, 2)accept guilt with explanation 3)deny guilt and request informal hearing 4)deny and request a formal hearing. Isn't there some law in Michigan that prevents you being sited for an infraction that took place months previously and that as soon as you were informed you took care of the problem. If we had been cited on Oct. 16 we would have had the kid out that day or the next!
