I would tell the utility company to gain access through the tenant and to leave you out of it. But then I would also send a lease violation notice to the tenant to cure the default. I don't know if the law would be on your side if you gave the utility company access to your tenants home.

I don't know what to advise here in this situation. You may have to give the utility access, but I would talk to a lawyer first to make sure this could not get you in trouble especially if you end up having to evict this tenant.

If the basement is not a part of the tenant's rental or for his ancilliary use (it is locked and he is not allowed access), then it is a maintenance area in your control and you can allow the utility company access for any reason. It's not your job to bar the way and keep the utility company at bay while your tenant screws them.
