Wouldn't it be simpler to tell the tenant to pay the bill or the utility company will force you to allow access to cut the power off. Then the tenant can decide if he wants to pay or get cut off.

    The point the landlord is going to get across is that she will not be locking out the utility company who is coming to cut the meter off. I am not sure the tenant knows that.
