The utility company asked you to access the meters and valves. A reasonable request. For all you know, they just want to check for leaks. They can't prove that you knew the company was going to shut off service. This was the utility's doing, not yours. You simply allowed them access to their equipment.

I had a tenant move out and NOT notify the power company to shut her power off. My next tenants moved in and found out they had FREE electricity! They used it for over a year until the power company asked me for access to shut off their power.

The tenant wanted me to sign a power company form saying that they had recently moved in and didn't use the FREE power.

I said no because then I'd probably be stuck paying for it.

The power got turned off and they made arrangements with the power company to pay the owed amount and get the power back on.
