You can only raise your rent to the limit that people are willing to pay. It has nothing to do with your garbage bill or the amount of your mortgage.

duh? Your response does not make sense to the context of the OP's question. The county bills is what actually made the OP ask if he can raise the rent.

So to the OP, as already noted by others, you can't raise the rent until the lease is up.
