fixing sewer drain problem

All I need to know is this: What are the disadvantages of putting in a backflow valve on my sewer drain in my basement? (My plumber said that when the valve is "on" or "in use" the tenants won't be able to use any of the water in the rest of the house.)

As others stated google or a plumber is the place to go. That said, the issue is that you only need a backflow valve if your sewer is/may be backing up. The valve prevents the city sewer or other houses' sewage uphill from you from gravity feeding into your house. Although theoretically you can still use the toilets in such a flood, if you have a gravity backflow issue during a flood or sewer malfunction your own toilets will not drain either i.e. will back up. But at least you don't have a basement full of raw sewage in the interim.
