IMO, no. Is the house or apartment completely uninhabitable? Nope, only the one bedroom. Their renter's insurance policy will pay for any damage to their belongings. You did require them to have a renter's insurance policy, right? You need to dry the carpet and reduce the mildew smell but you don't owe them reduced rent, unless you feel they are *star* tenants and deserve it.
