Most states disallow shut-off of necessary utilities, like water and heat. But cable and internet are not necessary and I would feel free to cut them off. Usually, if I have access to the HA/C master breaker, I just remove that and the tenant who couldn't find my phone number suddenly knows it by heart to report the malfunctioning HAC -- it's a known fact that the neighboring units sometimes mess with the breaker or a lightening strike can damage it... This gives me a chance to talk directly to the tenant about the missing rent.

Most states use the terminology "essential utilities", not 'necessary' as I mistakenly used.

I used to rent a building that provided ssecure parking. The tenant had to use a pass key to enter the parking lot. when they were late on their rent, I would cancel the parking card, and sure enough, the phone would ring and I would eventually collect my rent. Turn the cable off, I'm sure your lease gives you the option to switch providers. just tell the tenant your shopping around, by the way wheres my rent
