Under Arkansas Landlord/Tenant Laws, Office of Attorney General, Landlords are NOT required to maintain or repair property unless it is specifically stated in a written lease agreement. Even with a lease, tenants have very few rights in Arkansas. As a property owner, of course you would fix the water pipe but the tenant is responsible for the ENTIRE water bill . PERIOD ! . They must be possibly uninformeds not to have noticed . that is nearly 2 years of water for the "average" household . it is a HUGE amount not to notice something amiss . .

First of all I can't imagine there not being some kind of code, law or even health dept. regulations that does not require landlords to maintain habitability with their rentals.

I am not argueing the point of who is responsible for the water bill or why tenants havn't noticed the leak and who is responsible for that. Only giving information regarding what "as is" means and when it applies. And if you want to argue that point, then I may as well take it a step further in this case. Tenant rented the unit as is, and at the time as is had working pipes with no leaks.
