As the others have said call the power company and tell them.You don't need to pay an electrician for that. Figures, tenants aren't the smartest bunch....(they're suggestion)

I was going to suggest the same thing as Eric. One evening, go into the unit of the tenants who are concerned that their power is being tapped into, shut off the breakers. If the second tenants power goes out, you have your answer. Gail

Exactly. But have the tenant do this, you don't even have to go there. He is concerned, it really isn't a landlord issue other than trying to keep the tenants happy. What would this tenant do if the neighbor stole his car? It's really no different.
