Having been involved with satellite installs for quite a while, I've seen this issue seceral times.

You cannot deny them the placement on exclusive use areas such as a patio or balcony. The side and roof of a building is not and exclusive use area unless the tenant is responsible for the maintaince of them.

You are only partially correct. Exclusive use areas such as patios or balconies are not fair game for satellite dishes. Satellite dish installation must meet the requirements established by the property owner or HOA (if condo). I own a number of condos and many of those do not allow visible installation, meaning the dish must be installed with a non-penetrating manner on the roof the property, completely out of sight from the ground. On SFH, I dictate that dishes must be installed on a pole mounted directly in the yard without concrete or in a portable bucket of concrete only. Federal law only establishes that satellite service must be allowed, it leaves the manner of installation up to the property owner.

    Notice the language of the federal rule: The rule prohibits most restrictions that: (1) unreasonably delay or prevent installation, maintenance or use; (2) unreasonably increase the cost of installation, maintenance or use; or (3) preclude reception of an acceptable quality signal. Most association or owner rules or policies which allow installation in a specific area in a specific manner will not be determined to be "unreasonable", but this is a subjective standard.
