No, the tenant can move to a place without a landlord who is a bully psychopath.

I do not believe the landlord is a bully. He is simply doing his job. If I had a problem with people entering my home/apt and if it was on the lease that they could do so, I would not have moved in that place. It has been my experience that the people who refuse the LL or handyman/maintenace man entry is because they are trying to hide something that is not allowed as per the lease agreement. Now if I know the resident is home I dont just open the door as if it were my own house, and I dont think your ll or his handyman are stupid enough to do that. Im sure they knock first. And I dont find it unreasonable to give my residents a 24 hour notice if they request one, but understand that on occasions we have to cancel that appointment because an emergency might arise (busted pipe in another renters apt./house) and we are unable to make it that day.

It does not matter how loud people knock, do you want your little children to open the door up to unexpected strangers? Do you want to come out of the shower and find a strange man standing in your living room? For a landlord to ignore these concerns and force himself into a tenants place is just plain stupid. Among other things, it greatly increases the likely hood of getting shot or getting his ass whipped.

just out of curiosity, how did you determine that the owner is a "psychopath"?
