I agree with going to the Clerk of Court and filing with the probate court. If she died intestate or with a will makes no difference, the court will appoint the executor of the estate. I would not let anybody claim anything unless they have the appointment letter from the court (you keep a copy). Also by filing you will have a claim against the estate for storage, rent, etc.

This sounds like good advice. But who will pay the court cost and against what estate will the mounting cost be applied to?

LL filing a probate case would only be useful if tenant owes LL $$. LL has to pay to file the case, and must then petition to be appointed as the Administrator/Executor of the estate if she wants to be reimbursed for the filing costs and any other costs due her as LL. And unless she can file a claim as a creditor of the estate she certainly won't be eligible to take anything from the estate even with no heirs -- the estate will escheat to the state (that's a mouthful). If there's no probate statute applicable to a LL, I would follow the abandonment route -- it's simplier and guarantees the LL her costs with the least hassle.
