The only reason why a person would be willing accept such a long commute is because he has a history that prevents him from renting any closer. If you will run this guy's criminal background, credit history and especially his past rental experience you will discover the reason. You do not need to offer any reason for not immediately accepting this applicant. Simply tell him that you are not yet ready and will be taking applications for another few weeks. If he is still around in a few more weeks, it will add to your suspicion that no one else will take him. Do not fall for his sob story. It is not your fault he has no place to live.
