Are these tenants cohabitating or living in separate units?
If they are living together they and have become a nuisance to you and others in the immediate area serve them a cure or quit.
I have a women in a unit who also does not get along with the rest of the house community I too issued her a cure or quit and she is now the most quite tenant I have. Not a peep!
