Did any of the deliveries require a signature?

Just an idea:
Print out whatever you can from the websites that show the packages were delivered, even if no one had to sign for them.

Go over there to the poopy tenant's house, or send your PM over there, with proof that the packages were delivered and kindly state you (or the PM will state) that you're there to pick up the packages.

If the poopy tenant denies this, show the proof of delivery. Ask if perhaps another person or child in the house maybe misplaced them.

If you get attitude, tell him that the USPS and Fed Ex (or whatever) will be conducting an investigation about this, and they will probably end up taking him to court. I believe this is called "bluffing." Might work, might not.
