If the tenant did not sign for the packages, there's nothing you can do. You can prove that the packages were left at the property, you cannot prove who took them.

Put this list on your list of reasons not to renew the tenants lease when its up.

Maybe the delivery companies will give you some $ for the p[packages being "lost". Depends on how they were sent. Standard USPS parcel post, maybe not. But a delivery service, maybe something.
