We pay sometimes because we realize a happy tenant and a good tenant stays longer. An empty unit costs us money. If you have a hard and fast rule and you never pay then that is fine. I tend to side on good customer satisfaction. I use to work in customer satisfaction arena and I can tell you it goes a long long way.
