I live in Potomac house apartments in oklahoma city, oklahoma and I was recently informed by management that even though my agreed lease ends February 8, 2012 I will still owe the full $453.00 worth of rent because they claim i owe a thirty day notice. is that legal?

In most states, yes, you must provide notice of your intent to vacate. We have some OK LL's here that can provide you state specific info.
