Since it is really the government... this isn't a new customer...same house, same address, same owner.
These people need to include the water bill in the rent.
I do. I can predict how much the water bill will be..and I just increase the rent to include it.
At this point, those poor people will have to pay that bill if they want any new tenant (your..or someone else).

It easy to do isn't it? I use the same formula that is used to size a water softener: 50g/person/day w/o a clothes washer, 75 with a clothes washer. Of course these numbers were generated before water saving devices became commonly used, but they still work for estimation purposes.
