File for a judgement, and have your ducks in a row when you get to the court room. July 11 was a long time ago, so hopefully that doesn't present any obstacles. It's unlikely you'll ever see the money, and obviously she has zero intention of paying you. If by some miracle you get her on the phone, she will fill your ears with lies. There are services that will seek out these types of monies for you, but without a judgement you are handcuffed (unless you hire Guido). These services aren't free, not by a long shot, and from my experience, not all that successful either, so don't let your expectations go too high.
