Is a Lease Update/Change Of Terms Notice the same as a Notice of Material Change of Tenancy?

What constitutes a "material change" please?

Is a change in *terms* related to a term of "time" or a term of how vocabulary is used?

Is either one appropriate to use for a notice of increased rent, or a notice that the tenant will now be responsible to pay for, say, garbage pick up?

Do these notices, because they relate to the original lease or rental agreement, need to be signed by tenant and LL ? Thanks you very much!
