How do i go about garnishing income tax return ?

I don't believe the IRS allows an individual's tax return to be garnished by another individual, although county and state governments can garnish tax returns.

Basically, for all practical purposes...you can't
If you get a judgement in small claims..that court hasn't the jurisdiction over any level of government above... so county court cannot enforce it's will upon the federal government.
The federal government can. The state govenment can. Student loans folks can.
You could hire an attorney to take this to the federal circuit court, but you couldn't recover the cost, all you could place upon the tax return would be the judgement you have.
