the landlord never provides any receipt to me and tells me they do not have the receipt document.

Now, I rely on PC banking to regularly and paying every expensives for me - credit cards, utilities, etc and keep those transaction of the payments as proofs.

My PC banking is kind of reliable. The payment always arrives as the scheduled date. The matter is if the billers can post the payment on time or not.

I guess I can complain it to a "community management", a division of MD city hall.

Can I win the case?

Win what case? Are you gonna sue your landlord? And if you are gonna sue, then for what? I don't think it's illegal for a LL to not give receipts. Lazy business practice, yes, but not illegal or sue-able. It's pretty standard practice for a LL to send out a pay or quit notice if they don't show payment was made. If they don't have record of it then they don't have record of it. The only thing you can do is show them proof that you paid and they got the money i.e. copy of the cashed/deposited check. Showing that it was mailed out isn't sufficient proof to show they cashed it and they got the rent. I am not sure if even complaining to city hall will do anything as they do not have jurisdiction over a LL giving out receipts.
Working at a bank, I know that payments send via online banking can either be transferred electronically or a check cut and sent via regular mail to the address you provided with the account number you entered in the payee information printed on the check. Other than the address and account number, no other instructions are sent to the billers so they do not get notes that you want a receipt sent to you. Not everyone you pay is set up on their end to accept electronic funds (which is much different than a wire transfer and people tend to think PC banking is a wire transfer). It's a large expense to set up and maintain. Make sure your information about the biller is correct.
Now your proof of payment would be a copy of the cashed check or an electronic funds transfer proof of payment from your bank. Your bank can get you a copy of either one for you.
Perhaps, until you move out which you stated you are planning to do, you should mail your rent the old fashion way with a check you write from your checkbook and mail it in with delivery confirmation. That way, you get an image or can print a copy of the cashed check from your online banking account if you need it. Other than what you have been doing, nothing more can be done on your end.

Print out a receipt on your computer and ask whoever receives your check to print their name and sign it. You want the name printed in addition to a signature because so many believe an illegible scribbling constitutes a signature. The book work is incorrect and you are having a hard time getting a receipt because someone is stealing money from the management or the management is stealing money from the owners.
