You are correct!
The 60 day rule applies if the total increase for the year is more than 10%. Equal to or less than 10% is a 30 day notice. In Rent Control Cities you may also have to Petition the City or County for that increase.
I only because I am in SF assume the rent increase will be below 10%. I will be more informative in the future.

A.T., You're ALWAYS wonderfully informative! A little extra digging on my part and checking with my Nolo book and the link you gave just help clarify things for me, and broadened my horizons about how other place do things.
