Your next step is to demand compensation for the $250. Did you keep the receipt from the tow truck company?
If you cannot convince your landlord to compensate you, then your only other choice will be to sue in small claims court. Only you can decide if that's worth it for you. Do NOT try to withold rent from the landlord, by the way, that is not the appropriate way to handle this issue.
