There should be a legal limit as to how cheap a landlord can be. Unfortunately, there is not.

AS much time and paper work this landlord spends and then to take time to get the tenant to follow through, it would be faster, cheaper and better, if the landlord would just swap out the extinguisher once a year! You are so right! Cheap and lazy!!!
