Can you get a motion camera, and catch them on camera? Set one going up both ways, to catch the squirrel that is getting in your gutter.
Or ask the neighbors to get a picture of them doing this. Then go after the parents. file a police report, copy the pictures, and go file in court. Your best bet may be to get the neighbor's that are reporting this to agree to be eyewitnesses. They are probably tired of the behaivor too.

The parents of the children are the ones responsible. Good luck.

The landlord is responsible for the actions of this tenants and guest. The landlord has an obligation under law to not damage or permit damage to his neighbors property. The landlord should get this corrected right away and offer to pay for damage to home.
