If they were evicted, the poor animal probably WAS abandoned. First make sure the dog has food and water so it doesn't die or get sick right now. Then contact shelters. If it is a young puppy, it may have a chance of being adopted by a REAL family. Or someone who understands this dog's predicament might look to find a loving home for him on their own (through work, neighbors, posting ads at vets, etc.). Whatever you do, do not post an ad for the dog on Craiglist, or it may wind up with another crappy "family." Also do not post any "free puppy / free to good home" ads anywhere. Animal abusers often use these ads to acquire their prey.

Abandoning an animal is a crime. I cannot imagine that your friend would be required to leave the dog alone in the bathroom for any period of time at all before getting it the help it desperately needs. My aunt had a scumbag tenant abandon their cat on a balcony (didn't even bother to leave food or water); my aunt still has that cat years and years later, and the former tenants (who just moved out, were not evicted) have certainly never inquired about this innocent creature. I hope there is a special place in h*ll for people like this. And I hope this puppy gets a real home; as a puppy, s/he just might.
