The poster didn't say it was a common area but really, if it bothers them, they can clean it up. Maybe the LL is waiting for the leaves to automatically decay and compost back into the earth. Seemed like a big whining thing to me.

I wonder if 'Code Enforcement' would considerate a whining thing? A landlord should show some pride and responsibility for their property. Sounds like a landlord who should not be in this business.

Raking leaves is not a code enforcement requirement in any city I ever heard of.

I know of one. But that city also provides a "vacuum" service for the leaves. The leaves must be raked to the curb. The city comes by with the vacuum, sucks them up, and mulches them. I don't know what they do with them after that.
