The simple thing is you can't control who the landlord rents other units in your building to. There will be noises and other people, and possibly pets. If you want to be sure you have peace and quiet, you will need to buy your own place. The rest of this comes with being a renter and a part of a multi-unit residence.
In terms of what you can do. If dogs are barking consistently at unreasonable hours, call the police. Indicate that there is a significant amount of noise. If they support those calls utilize the reports to indicate to the landlord that your right to quiet enjoyment is being infringed upon.
The hot water concern is an issue. I would immediately send a certified letter to the landlord describing the issue, with specific dates and times. If the issue is not remedied, I would find all applicable legal references regarding your options, to include if your state allows you to withhold rent or if it would be best to call city officials/inspectors to assist in your concerns.

Regardless of whether it's a SFH or not, it appears there are two families in the building. One in the house and one in the basement. If they could afford to rent a SFH that didn't have a basement apartment, then they wouldn't have this issue. Same goes for buying. To get out of the issues of other tenants, just buy your own place. Then it's just neighbors you have to deal with.

My primary business is checking backgrounds on tenants. We arepermitted to supply our customers with credit only when they have beenfully qualified under the most recent guidelines, which include aninspection of their home office or business space by a certifiedinspector. Prior to 2006, we were permitted to give people access tocredit based on filling out an application but once a large supplier ofbackground information had a security breach, the bureaus reacted onadvice from the FTC and forced us to comply with the new rules andregulations.Personally, I don’t mind the regulations as it causes those who sellingcredit reports on the black market to lo0ok twice before they resellcredit without having the permissible purpose. Yeah, my business wentdown significantly because my customers felt it was a ploy on my behalfto pay more fees and go through hoops but it really boiled to securityand the credit bureaus want their information kept in a secure place.The 4 major points they look for during an inspection are a lockedfiling cabinet, a lock on the door leading the space where theinformation is stored, a password on the computer, and a shredder.I’m not sure how it is for the collection agencies out there but I’malmost positive everyone had to go through some type of credentialingprocess.
