Well, actually, I do both.

At one property I over-seed each spring... spray for weeds early each summer and the tenants have to mow. The grass is strong enough to fend for itself the rest of the season...it is natural for it to go brown and normant in the high summer..greens right back up again with the fall rains.

At the single family I rent to the foreign students, I pay someone to do it all..except water...doesn't need it.

At one duplex, a family that has been living in the front for decades does it all..I don't pay them. They keep gardens too...very nice. The other duplex has all students, so I pay to have it mowed.

I am lucky that the climate does the 1" a week watering..so, once the grass is strong it can go brown and the deep roots will keep it alive till the rains come again.

Our climate is that the prairie is probably the natural habitat. However we do get the bonus of rain its just not predictable when, how much and what year.

Regarding what you said about normant. We are now of the opinion that with a bit of work we can likely bring it back as long as it is not completly forgotten. For us in our home its important to keep it water and mowed as it is something we enjoy. There home, why sweat the small stuff.
