It has nothing to do with treating the tenants like delinquents, it has everything to do with signing a binding contract between two parties.

Look at it the other way; on a rental contract the landlord can agree to do things that are not usually the responsibility of the landlord. If he signed it, he is bound to do them. Saying "Treating the landlord like delinquents will not get the job done." is as meaningless as the other way around.

If you agree to do something, and that something doesn't violate some housing/renting rule, then you are bound to do it. You don't like it, you negotiate before you sign.

If you want the lawn done you will have to hire a service. This game playing with the tenants will not get the grass mowed. However, it will get you a vacancy at the first opportunity.
